Payroll is a run you check line by line, not a black box. Tax values are settings with a start date, and every change is recorded. Approving and paying a live run is switched on once your tax settings are checked.

Configuration, not code
Tax rates change. You don’t need an upgrade.
Tax and legal values are settings with a start date. When a rate changes, your administrator enters the new value and the date it starts — every pay run after that uses it.
